प्रमुख प्रतिपक्षी दल नेपाली काँग्रेसले प्रधानमन्त्री केपी शर्मा ओलीले देशबासीका नाममा गरेको सम्बोधनमा गल्तीबोध र अठोट नदेखिएको प्रतिक्रिया दिएको छ । कोरोना रोकथाम र नियन्त्रण केन्द्रीत ओलीको सम्बोधनपछि रातोपाटीलाई प्रतिक्रिया दिँदै काँग्रेस नेता गगन थापाले भने, ‘आजको सम्बोधनपछि नयाँ खालको परिस्थिति निर्माण हुन्छ भन्ने मलाई अपेक्षा थियो । सम्बोधन पुरै ढाकछोप केन्द्रित र कुनै गल्तीबोध नभएको पाएँ । कसैलाई गल्ती भएको बोध हुँदैन भने त्यसले किन सच्याउछ ?’
प्रधानमन्त्री ओलीले स्वास्थ्य सामग्री खरिदमा उठाइएको प्रश्नप्रति बिमति जनाएका थिए । ‘कामै गर्न नसक्ने र प्रक्रिया नै सुरु हुन नसक्ने गरी गरिने निराधार आरोप र मिथ्या प्रचारले अप्ठ्यारो अवस्थामा काम गरिरहेका व्यक्तिहरुलाई निरुत्साहित मात्रै गर्छ भन्ने कुरामा सबैले ध्यान दिनुपर्छ भन्ने मात्र मेरो आग्रह छ,’ प्रधानमन्त्रीको भनाइ थियो ।
मिडिया र सामाजिक सञ्जालमा आउने गरेका आलोचना, टिप्पणी र सुझावप्रति आफ्नो पर्याप्त ध्यान गएको बताएका थिए ।
नेता थापाले स्वास्थ्य सामग्री खरिद गर्न नसकेकोबारे प्रधानमन्त्रीको टिममाथि उठेका प्रश्नको उत्तरदिन मात्र प्रधानमन्त्रीलाई सम्बोधनका लागि ल्याइएको बताए । ‘प्रधानमन्त्रीको सम्बोधन सुनिसकेपछि मलाई कस्तो लाग्यो भने सामाजिक सञ्जाल र अरु ठाउँबाट स्वास्थ्य सामग्री खरिद गर्न नसकेकोबारेमा प्रधानमन्त्रीको टिममाथि जुन प्रश्न उठ्यो । त्यो प्रश्नको उत्तर दिनका लागि प्रधानमन्त्रीलाई लिएर आउनुभयो । उत्तर पनि सरकारलाई बदनाम गराउने कुचेष्टा भयो भन्दै यसलाई ढाकछोप गर्न प्रधानमन्त्रीले प्रयत्न गर्नुभयो,’ थापाले भने ।
च्चस्तरीय समिति बनाएर आजको दिनसम्म पनि केही सय थान मास्क र केही सय थान अन्य सामग्री ल्याउन नसकेकोमा प्रधानमन्त्रीलाई रक्तिभर गल्ती भएको बोध नभएको उनको भनाइ छ ।
‘नेपाल सरकार छ, स्वास्थ्यमन्त्राल छ । अहिलेसम्म सामान किन किन्न सक्नु भएन ? के सामाजिक सञ्जालमा मान्छे बोलेका कारण नेपालमा सामान नआएको हो । मान्छे बोल्दै गर्थे,’ प्रधानमन्त्रीको अभिव्यक्तिप्रति आपत्ति जनाउँदै थापाले भने, ‘उहाँहरुले किनर ल्याउनुपर्दैन । पैसा उहाँहरुसँग छ । पैसा हुँदा पनि सामान किन्न सक्दैनन् । अलिकति पनि गल्तीबोध हुन पर्दैन?’
सामान खरिदमा सरकारलाई गल्ती महसुस नहुनु चिन्ताजनक विषय भएकोे उनले बताए ।
‘जहाँनिर सरकारको कमजोरीको कुरा आउँछ । त्यो ठाउँमा गएर हामीहरु संसारभरी सामग्रीको अभाव भनेर कुरा गरिन्दिछौं। विश्व बजारमा हामीले सामग्री नपाएको भए कसैले प्रश्न उठाउने थिएन । सामान किन्दा कमिसनतिर आँखा लगाउने ? अनि त्यहाँनिर प्रश्न उठाउँदा सरकारलाई बदनाम बनाउने कुचेष्टा भयो भन्ने ?’ थापाको प्रश्न छ ।
प्रधानमन्त्रीले प्रश्न उठाने मान्छे सबै अपराधि भन्ने ठानेको थापाको आरोप छ ।
कोरोना रोकथाममा सरकारको कामलाई सुक्ष्म ढंगले नियाल्दै आएका थापाले भने, ‘प्रधानमन्त्रीमा पनि प्रश्न उठाउने सबै अपराधि हुन्, सरकारका कमी कमजोरी देखाएर सरकारलाई मद्दत गर्न खोज्नेहरु प्रयोजित हुन्, अहिलेसम्म हामी एक ठाउँमा पनि चुकेका छाँै । जे भइरहेको छ त्यो सरकारको अभूतपूर्व कामले भयो भन्ने देखियो ।’
प्रधानमन्त्रीले योबीचमा भएका कमी कमजोरी सच्याउने अठोट गर्दै सबैलाई आह्वान गर्ने अपेक्षा भएपनि त्यसो हुन नसकेको थापाको भनाइ छ ।
‘महिनौँसम्म एक हजारको मात्र परीक्षण गर्न सकेका छौँ । स्वास्थ्य सामग्री छैन । यस्तो अस्तव्यस्त अवस्था छ । यस्तो अवस्थामा आज प्रधानमन्त्रीले अहिले भएका कामको निर्मम समीक्षा गर्नुहुन्छ, केही आत्मा आलोचना गर्नुहुन्छ, अहिले समन्वय नभएको कुरालाई स्वीकार गर्नुहुन्छ, योबीचमा भएका कमी कमजोरी सच्याउने अठोट गर्नुहुन्छ र हामीलाई आह्वान गर्नुहुन्छ, त्यसपछि नयाँ खालको परिस्थिति निर्माण हुन्छ भन्ने मेरो अपेक्षा थियो’, उनले भने ।
तर प्रधानमन्त्रीले सुन्दै आएका विवरणहरु मात्र सुनाएको थापाको गुनासो छ । उनले भने, ‘के के भइरहेको छ भन्नेबारेमा जुन विवरण सुन्दै आएका हो, त्यही विवरण राख्नु भयो । यो भन्दा अगाडिको हाम्रो लामो यात्रा छ । त्यसमा आज हाम्रा चुनौतीहरुका बारेमा कुनै अठोट आएन ।’
नेता थापाले प्रधानमन्त्रीको सम्बोधनले नसमेटेको केही चुनौती देखाए ।
उनले भने, ‘आजको हाम्रो चुनौती भनेको सीमा पारिका ठूलो संख्यामा रहेका नेपालीहरु नेपाल भित्रिन चाहेको छन् । दोस्रो चुनौती भनेको खुला सीमानाबाट प्रत्येक दिन सयौँ मानिस छिरिहेको छन् । तेस्रो चुनौती हामीले परिक्षण गर्ने गर्ने भनिरहेका छौँ । तर साच्चिकै परीणक्ष गर्न सकिरहेका छैनौँ । हाम्रो स्वास्थ्यकर्मीले स्वास्थ्य सामग्री पाएकै छैन । हामीले गर्नुपर्ने विषयहरु हुन् ।’
नेता थापालाई प्रधानमन्त्री बोलिसकेपछि यी विषयमा सन्दर्भमा एउटा बाटो तय हुन्छ भन्ने लागेको थियो ।
उनले भने, ‘मैले जहिले पनि भन्दै आएको छु । हामी कोरोना भाइरसभन्दा पछि होइन, अघि पुग्नुपर्छ । केही दिन त हामी लकडाउन गरेर जौला । त्यसपछि के त ? कसरी सोचिएको छ भन्ने कुराको एउटा छनकको अपेक्षा हो । त्यो कुराको सर्वथा अभाव देखियो ।’
यस्तै काँग्रेस नेता मिनेन्द्र रिजालले पनि प्रधानमन्त्रीको सम्बोधनबाट आम नागरिक आश्वस्त हुने आधार नभएको बताए ।
उनले भने, ‘प्र्रधानमन्त्रीको सम्बोधनमा कुनै नयाँ कुरा छैन । कोरोना महामारीसँग यसरी लड्न सकिन्छ भनेर आम नागरिकलाई आश्वस्त पार्ने खाल देखिएन ।’
स्वास्थ्य उपकरण खरिदमा देखिएको विवादबारे प्रधानमन्त्रीले आम नागरिकलाई आश्वस्त हुने गरी प्रष्ट्याउन नसकेको रिजालको बुझाइ छ ।

प्रधानमन्त्रीको उक्त वाक्यले मात्र नागरिकमा भएको आशंका नहट्ने रिजाल बताउँछन् ।
उनले भने, ‘स्वास्थ्य उपकरण खरिदमा विवाद देखिएको छ । आम रुपमा आशंका छ, त्यो आशंका हटाउने कुरा प्रधानमन्त्रीले गर्न सक्नु भएन । आम नागरिकले प्रधानमन्त्रीको सम्बोधनमा आशा गरिएको कुरा पुरा भएन । प्रधानमन्त्रीले बोलिसकेपछि नागरिकहरु आश्वस्त हुनुपर्छ नि ?’
